Development of
Cities of Palmdale and Lancaster Circulation
Plan Updates
Raju Associates, Inc. has developed, calibrated
and validated a travel demand forecasting model
for the Cities of Palmdale and Lancaster,
consistent with the Southern California Council
of Governments (SCAG) regional transportation
model. The transportation model is a peak hour
network-based model utilizing the land-use /
socio-economic data from the Cities as input and
producing morning and evening peak hour travel
forecasts on all major and secondary highways
and some collector streets within the Cities.
This project involved updating the traffic
analysis zone system for the Cities, development
of updated highway networks and peak hour trip
tables, and state-of-the-art traffic assignment
routines to produce the required peak hour
forecasts.
The calibrated model was used to prepare travel
forecasts for various future land-use /
socio-economic data scenarios used in the
development of the General Plan Circulation
Elements for both the cities of Palmdale and
Lancaster. Deficiencies in the transportation
system were identified and multi-modal
transportation improvement measures were tested
to accommodate the growth projected in these
cities. Circulation Elements consisting of
transportation improvements within each of these
cities were then developed for inclusion in
their respective documents.
