The Village at Playa Vista Environmental Impact Report (EIR)


Raju Associates, Inc. completed the preparation of a traffic study for the Village at Playa Vista Project EIR. The Village at Playa Vista project is a mixed use project with 2,600 dwelling units, 175,000 square feet of office, 150,000 square feet of neighborhood serving retail and 40,000 square feet of community serving uses. As part of this effort, a detailed sub-regional travel demand forecasting model using the City of Los Angeles General Plan Framework model and the Southern California Association of Government’s (SCAG) regional travel demand forecasting model was developed and validated to baseline conditions. This model was then utilized to develop forecasts for the future year 2010 both with and without the proposed Village Project and its alternates. State-of-the-art post processing techniques were developed to convert link level model data to intersection turning movement forecasts for use in the study.

Utilizing the intersection forecasts, traffic impacts were assessed and mitigation measures were developed. The effectiveness of these mitigation measures was tested in the model and residual traffic impacts were identified. Raju Associates was also actively involved in the assessment of technical feasibility of the proposed mitigation measures as well as in the identification of secondary impacts due to the mitigation measures for this project.

Numerous neighboring jurisdictions, including Caltrans, participated in this overall study effort. A detailed document in a format that was easily incorporated into the Draft EIR for the project was prepared as part of this effort. Raju Associates was also involved in the preparation of response to comments and associated analyses as part of the Final EIR preparation for the project resulting in the eventual approval and successful completion of the project.
